Commercial Markets Showing Growth


Commercial real estate markets are seeing a decline in vacancy rates with modest rent growth, according to the National Association of REALTORS® quarterly commercial real estate forecast.

“Office vacancies haven’t declined much because total jobs today are still below that of the pre-recession level in 2007, but rising international trade is boosting demand for warehouse space,”Lawrence Yun, NAR chief economist. “Consumer spending has been favorable for the retail market, and rising construction is keeping apartment availability fairly even, though at low vacancy levels. That, in turn, is pushing apartment rents to rise twice as fast as broad consumer prices and average wage growth.”

National vacancy rates over the coming year are forecast to decline 0.2 percentage point in the office market, 0.6 point in industrial, and 0.6 point for retail; however, the average multifamily vacancy rate is unlikely to change, with that sector continuing to experience the tightest availability and biggest rent increases.

NAR’s latest Commercial Real Estate Outlook offers overall projections for four major commercial sectors and analyzes quarterly data in the office, industrial, retail and multifamily markets. Historic data for metro areas were provided by REIS, Inc., a source of commercial real estate performance information.

Florida Ranks High on Business Climate

The 2013 Business Facilities Rankings Report, ranks Florida as No. 2 to Texas as having the best business climate. While there is not a lot of difference in many of the finishers, Texas is the clear leader in some categories.

However, Florida ranked No. 5 in the business tax environment. Texas is just No. 9. Florida also is No. 4 in workforce training, dominated by Southeastern states.

Business Facilities is a media company specializing in site selection.

“Texas was the first state in the U.S. to bounce back to pre-recession employment levels in 2011 while most of the rest of the country was still digging out of a deep economic trench,” the report stated. Texas has become a global leader in semiconductors and a rising star in bioscience “supported by a world class university system,” the report noted.

But Georgia is no slouch either, finishing No. 5 in economic growth potential, one spot ahead of Florida. In this category, energy is a huge factor. The oil boom puts North Dakota at No. 1.

Florida ranked No. 4 in aerospace/defense and No. 6 in biotechnology employment.

It’s disappointing, however, that Florida has not done more in the alternative energy field. Yes, the Sunshine State has plenty of clouds during its subtropical summers. In fact, JEA says the best month for its solar energy facility is January.

Florida is trailing states like Washington and Oregon in renewable energy. Solar energy is growing fast, gaining in economic competitiveness. Also, despite its long growing season, Florida is tied for No. 7 in cellulosic ethanol production. Alabama is No. 1 and Georgia is No. 3.

Another key to state economies is taking care of infrastructure – the roads, bridges and utility systems that must be in place. Here, too, Florida is No. 2 to the leader in Texas.

This metric was carefully measured to include items such as the percentage of bridges and roads in poor condition and estimated 20-year drinking water needs.

Good News in the Housing Sector Bodes Well for Future Economic Growth

Four years into the recovery, and lackluster economic growth persists. Housing continues to be one bright spot, providing a positive boost to the GDP in the second half of 2013, according to Freddie Mac’s August 2013 U.S. Economic and Housing Market Outlook report.

"The economic recovery has completed its fourth year, but it has not been without growing pains,” says Frank Nothaft, Freddie Mac’s chief economist. “The U.S. has experienced the weakest economic recovery coming out of a recession in the Post-War era. Despite the eye-popping monthly house price appreciation taking place in some parts of the country, the recovery that has lingered for years is just now starting for many Americans. Fortunately, we should see this positive housing trend continue to improve in the second half of the year. A housing recovery is a broad-based recovery, benefiting all Americans, and therefore the overall economy."

Economists point out in the report that the positives in the housing market can help lift the economy in three main ways:
  • Increasing construction - Rising demand for housing will help increase new single-family and multifamily construction, and in turn boost home sales. Economists project that starts will hover just below 1 million over the second half of the year, which will mark the best six-month building pace since the first half of 2008.
  • Wealth effect - "Through the housing wealth effect, rising home prices should help to spur consumption spending," economists note. Home equity lending is already showing signs of rising. In the second quarter, $9.5 billion in home-equity was cashed-out as part of a refinance. 
  • Rising home prices - The uptick in home prices will aid the economic recovery by helping to spur small business formation — “as a business owner’s home often serves as collateral for a start-up,” economists note in the report.

Florida Rebounding with Foreigners' Housing Cash

Record foreign investment in Florida housing over the last three years is boosting property-tax revenue in the localities hardest hit by the recession.

In the 10 Florida counties that have had the largest influx of international cash since 2010, property-tax assessments have risen by an average of 4.1 percent this year, according to state records. That’s nearly twice as fast as the rest of the state.


“It’s all been attributable to the foreign buyer,” Norman Edelcup, mayor of Sunny Isles Beach, a city of 21,000 north of Miami where values jumped 10.2 percent this year, boosting tax revenue.

The purchases are helping localities in south and central Florida recover from the 18-month recession, which ended in June 2009 and left the state with the second-highest foreclosure rate, behind Nevada, depressing prices and tax revenue.

Even with the buying, prices in most parts of the state haven’t returned to pre-recession levels. In the metropolitan areas of Miami and Tampa, prices are about 40 percent below the 2006 peak, according to an S&P/Case-Shiller housing report released July 30.

Foreign investment in Florida residential property has been rising since the end of the recession, according to a March report by the Washington-based National Association of Realtors.

Long Bar Pointe Gets Mixed Response


Advocates for the development say that "the Manatee County community has a once-in-a-lifetime opportunity to create something of meaning along the 2.5 miles of frontage on Sarasota Bay known as Long Bar Pointe. A special place that generations of Manatee County residents can enjoy for years to come."

The developer feels confident that they can create a special place centered around a 4 or 5 star hotel. A destination location with a conference center, an adjoining boat basin, and a mixed-use village of restaurants, shops and other facilities. The plan also includes approximately 2500-2700 residences in a variety of housing products. The proposed single family homes will have a starting price in the $300s.

However, there is criticism in the media that is based on the environmental impact of the project.

The property has over 2.5 miles of shoreline with about 140 acres of mangroves. 
Boats from the boat basin will need to access the main channel in the bay through an opening cut in the mangroves and sea grass beds. 

The developer argues that their team of highly recognized scientists are developing a program to offset the impact on the sea grass beds, resulting in a net positive environmental gain for these trees and plants. 

As many as 6 different State and Federal agencies must approve this program before any work can be started.

Commercial Real Estate Market Recovering


Steve Cohen said it was brutal being a commercial landlord during the Great Recession.

Cohen, who owns about 800,000 square feet of office space in Palm Beach County and across the state, often took the drastic step of cutting base rental rates by $10 a square foot just to keep a tenant from moving.

Because of the glut of available space, brokers routinely would counsel clients not to renew their leases because there were so many bargains to be had elsewhere, Cohen said.

But the economic recovery is restoring more balance to the commercial real estate market. Cohen said he still offers free rent and other concessions to tenants, but the deals aren’t nearly as onerous as before.

“The pendulum is moving back to the middle,” Cohen said. “It’s a fair game now.”

Office vacancies remain elevated, but they’re holding steady or declining slightly in Palm Beach and Broward counties.

Palm Beach County’s overall vacancy rate was 20 percent in the second quarter, unchanged from a year ago, according to Cushman & Wakefield. Broward’s vacancy was 16.7 percent, down slightly from a year earlier.

Asking rents in the two counties were in the $27-a-square-foot range, about the same as last year.

While the figures don’t show much improvement in the market, brokers and landlords say the outlook is brightening.

“We’re certainly not at the peak, but I’m pretty positive,” said Andy Petry, a vice president of Liberty Property Trust, which owns 1.4 million square feet of offices from Boca Raton to Miramar. “Instead of downsizing, more tenants are staying in [existing] space, and we’re seeing a decent amount of expansions.”

Progressive Pediatric Therapy moved to bigger digs recently after outgrowing a small office in Boca Raton.

The speech, occupational and physical therapy practice is leasing a 1,400-square-foot office at the MedPlex building in Boca and a 2,200-square-foot office on Okeechobee Boulevard in West Palm Beach. The openings are set for Sept. 1.

“I felt there were some deals out there, but you had to look for them,” owner Aimee Brueck said. “We’ve had referrals from a number of different places, so we felt very comfortable expanding.”

Nearly a dozen upscale office buildings in Broward and Palm Beach counties have hit the market in recent months as owners look to take advantage of a strengthening economy. Presidential Circle in Hollywood and Peninsula Plaza and Peninsula Executive Center in Boca Raton are among the buildings for sale.

Owners believe the assets will fetch more money now before interest rates rise any higher.

South Florida broker Tom Capocefalo, who represents tenants for the Studley real estate firm, said he expects the new building owners to increase rents and reduce concessions.

Large, financially sound companies may still have the leverage to resist post-sale management changes, while entrepreneurs and other small business owners will have a tougher time, Capocefalo said.

“The bigger the tenant, the more of an opportunity they will have,” he said.

Fed Downgrades U.S. Economic Growth to Modest


The Federal Reserve said Wednesday that the U.S. economy is growing only modestly, a downgrade from its June assessment. The Fed expects growth will pick up in the second half of the year, but the more cautious message may be a signal that it’s not ready to slow its bond purchases soon.

In a statement after a two-day policy meeting, the Fed says it will keep buying $85 billion a month in bonds to help lower long-term interest rates. And it says it plans to hold its key short-term rate at a record low near zero at least as long as the unemployment rate stays above 6.5 percent and the inflation outlook remains mild.

Stronger job growth has fueled speculation that the Fed could start reducing its purchases as soon as September. But economic growth remains sluggish and unemployment high at 7.6 percent.

Financial markets had a muted reaction to the Fed’s policy statement. The Dow Jones industrial average was up 30 points shortly after the statement was released; it was up 13 points moments before. The yield on the benchmark 10-year Treasury note was 2.64 percent, down slightly from 2.66 percent before the announcement.

At its June meeting, the Fed described economic growth as “moderate,” and forecast that growth could be at least 2.3 percent for the year.

Chairman Ben Bernanke said after the June meeting that the Fed could slow the bond purchases later this year if the economy and job market continued to strengthen.

But after Wednesday’s meeting, the Fed described the economy as expanding only at a “modest pace.”

Earlier Wednesday, the government said the economy grew at a subpar 1.7 percent annual rate from April through June. The pace was an improvement from than the previous two quarters, which were revised lower. Still, growth remains sluggish and has been below 2 percent for three straight quarters.

Most economists, including those at the Fed, expect growth will strengthen in the second half of the year. That’s because they believe businesses will spend more, stronger job growth will fuel more consumer spending and government spending cuts will weigh less on overall growth.

Job growth has averaged 202,000 a month since January, up from 180,000 a month in the last six months of 2012. That makes Friday’s July employment report even more critical to the Fed’s assessment of the economy. The report is expected to show employers kept hiring at roughly the same pace in July, while the unemployment rate ticked down to 7.5 percent.

Fed policymakers will also pay close attention to a report Thursday on July manufacturing activity. That could give them more insight into businesses confidence in the economy and how that will affect third-quarter growth.

The Fed’s statement was approved on an 11-1 vote. Esther George, the president of the Federal Reserve Bank of Kansas City, objected for the fifth straight meeting because of concerns that the bond buying could make financial markets unstable and increase the risk of inflation.
